Over the past time, apart from administrative procedure reform, the provincial People's Committee has regularly worked with domestic and foreign investors to help them have a thorough grasp of investment incentive policies of the province.

The province has attracted some big investment projects funded by domestic and foreign businesses, including the project of planting cottons with high technology from Israel in the sandy region of Le Thuy district; the project of construction of a garment plant with a capacity of 1,000 workers in the West-North Dong Hoi industrial park and the centrifugal pre-stressed concrete pile plant project.

In addition, the province has also strengthened work of inspection and supervision to deal with difficulties for provincial businesses, contributing to accelerating the progress of implementing the projects, especially the ongoing projects such as the Binh Minh fishery aquaculture and ecotourism area project; Suoi Tien Quang Binh tourism area project and Sai Gon - Bao Ninh ecotourism area.
