Attending the ceremony, there was Chairman of the Provincial People's Committee Phan Lam Phuong; leading representative of departments and localities in the province and some universities and colleges in the country; more than 200 cadres and teachers together with 4,000 students of Quang Binh University.

On October 24 2006, the Prime Minister signed a Decision to establish Quang Binh University on the basis of the foundation of Quang Binh Teachers College. So far, Quang Binh University has nearly trained 4,000 regular students, in 2007-2008 academic year it trains 460 students at university level and other 1,505 ones at college level. This is the first school year the university held the university entrance exam, especially with the attendance of 13 students coming from Khamuon province (Laos) for studying at the university. Opening the ceremony, Assistant Professor - Doctor Nguyen Huynh Phan, Director of Quang Binh University read congratulatory letter of Top-ranking General Vo Nguyen Giap to cadres, teachers and students on the occasion of start of the new academic year 2007-2008. In his speech, he revised the great achievements that the university obtained over forty years of building and growing, simultaneously put forward the targets in the coming years, deserving to be a scientific research and training centre of Quang Binh province. Then, representative of cadres, teachers and students also made a speech and promised to try their best to finish well the mission of the 2007-2008 academic year.

Addressing the ceremony, Chairman of the Provincial People's Committee Phan Lam Phuong praised the great achievement that the university obtained in the past time, concurrently hopes that the university will carry out well its education mission in the new development period of the province in particular and of the country in general. On this occasion, on behalf of the provincial leader, Chairman of the Provincial People's Committee awarded the excellent emulation banner in the 2006-2007 academic year to the collective of Quang Binh University; granted the Merit of model workers at provincial level and Merit of Certificate of the Provincial People's Committee to 23 collectives and individuals who got excellent achievements in the 2006-2007 school year.
