The high-ranking delegation of Quang Binh province was led by Mr. Tran Thang, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee. The high-ranking delegation of Khammouane province was led by Comrade Vanxay Phong-Savan, Member of the Central Committee of the Lao People's Revolutionary Party (LPRP), Secretary and Governor of Kham Muon province; attending were leaders of the province, departments, agencies, branches and localities of Khammouane province.

Speaking at the conference, Mr. Tran Thang, Chairman of the Provincial People's Committee informed the high-ranking delegation of Khammouane province about the socio-economic situation and the Party building work of Quang Binh province; the cooperation between the two provinces of Quang Binh and Khammouane in the past time; simultaneously, he discussed some contents of cooperation in the coming time.

Chairman of the People's Committee of Quang Binh province affirmed that the Party Committee, Government, and People of Quang Binh province were proud to have the people of Khammouane province as their faithful and pure friends during the struggle for national liberation in the past as well as in the construction and development of each province today.

Mr. Tran Thang expressed his delight about the obtained achievements of Khammouane province. He also affirmed his determination to strive to inherit and cultivate special solidarity and comprehensive cooperation between the two parties, authourities, and peoples of Quang Binh and Khammouane provinces.

Comrade Vanxay Phong-Savan, Secretary, Provincial Governor of Khammouane province strongly agreed with the report of the results of the implementation of cooperation contents between the two sides of Quang Binh province. He thanked Quang Binh province’s attention and support to Khammouane  province in the past time, especially in the prevention and control of the Covid-19 epidemic.

Comrade Vanxay Phong Sa-Van once again affirmed the good and friendly relationship between the two countries in general and Quang Binh- Khammouane in particular and wished that in the coming time, the two sides would continue to implement the signed cooperation contents more effectively, contributing to tightening the solidarity between the two provinces in particular, and Vietnam and Laos in general.

At the meeting, the two delegations informed each other about the situation of socio-economic development, national defence and security, the construction of the party, administration, front and mass organizations of each province; simultaneously, assessed the situation and results of implementing the content of the meeting minutes signed on December 17, 2021 at Cha Lo International Border Gate, Quang Binh province.

Simultaneously, the two delegations were pleased to realize that, in the past time, under the leadership of the Party Committees and authorities of the two provinces, they obtained many important achievements in the fields of politics, economy, culture-society, national defence, security, foreign affairs and Party building work. Along with that, the relationship between the two provinces of Quang Binh and Khammouane is constantly being consolidated and developed, meeting the aspirations and interests of the people of the two provinces.

In the spirit of great friendship, special solidarity and comprehensive cooperation between the two parties, the two States and the peoples of Vietnam and Laos in general, between the party committees, authorities and peoples of the two provinces in particular, Quang Binh and Khammouane provinces exchanged and agreed to sign the minutes of the talks. Accordingly, the two provinces would further strengthen the relationship between party agencies, authorities, and mass organizations. In the economic field, the two provinces will continue to push the Governments of the two countries to soon complete the procedures for considering and adding Route 12 and the Cha Lo-Na Phau international border gate to the GMS-CBTA agreement. The two provinces would co-ordinate to promote the deployment and exploitation of tourist transport routes from Quang Binh to Khammouane to the third country and vice versa; and at the same time, study and build stop stations to serve tourists; coordinate in maintaining and improving the efficiency of passenger bus routes; create favorable conditions to use their own means of transport in transporting passengers and goods between countries and to third countries according to the regulations and laws of each country.

The two provinces agreed to direct functional agencies to promote and support localities and businesses to strengthen cooperation in the economic field; promote advertisement, introduce, encourage and create favorable conditions for enterprises and investors to cooperate in the fields of trade, tourism, services, production of goods, cultivation, animal husbandry, etc. in accordance with the capabilities and strengths of each province.

Quang Binh province continues to support Khammouane province in training university and college students and training and fostering Vietnamese as well as professional skills in various fields for officials of departments and branches at establishments training of Quang Binh province; continue to support Vietnamese language teachers at Laos-Vietnam Friendship School, Khammouane-Quang Binh and some cooperation contents in the field of education.

Khammouane province continues to cooperate in helping the Search Team, gather the remains of martyrs 589 of the Military Command of Quang Binh Province to perform their tasks well in Kham Muon province; create favorable conditions and support Vietnamese expatriates and people of Quang Binh in Khammouane to stabilize their lives and integrate into the local social life.

The two provinces continue to cooperate in the conservation and promotion of biodiversity values in the Phong Nha-Ke Bang National Park and Hin Nam No National Park; care about and support each other when facing difficulties due to natural disasters and epidemics; encourage and support districts sharing a common border to cooperate and help each other develop.

With regard to national defence, security, and border; the two provinces continue to propagate and educate residents on both sides of the border to strictly carry out relevant regulations and abide by the laws of each country. They coordinate to deal with issues and incidents related to the two sides of the border effectively; strengthen directing functional forces to regularly exchange situations, coordinate bilateral patrols to protect borders and national landmarks; control entry and exit, create favorable conditions for people, vehicles and goods to circulate; cooperate in exchanging experiences in handling security and defence cases, ensuring political security and citizens’ safety; fighting against crime.

In addition, the two provinces encourage cooperation and development in other fields in accordance with the needs and capabilities of each province.
