Le Hong Vinh, Chairman of the Provincial People’s Committee, receives Acting U.S. Secretary of the Navy Hung Cao on Courtesy Visit
On June 22, 2026, Le Hong Vinh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, welcomed Hung Cao, Acting U.S. Secretary of the Navy, and members of his delegation on a courtesy visit during their trip to Quang Tri Province to participate in activities under the Pacific Partnership–Pacific Friends 2026 program.

Joining the reception were Hoang Nam, Member of the Provincial Party Standing Committee and Permanent Vice Chairman of the Provincial People’s Committee, as well as representatives from relevant departments, sectors, and agencies.
On behalf of the provincial leadership, Chairman of the Provincial People’s Committee Le Hong Vinh warmly welcomed Acting U.S. Secretary of the Navy Hung Cao and members of his delegation to Quang Tri Province to participate in activities held under the Pacific Partnership–Pacific Friends 2026 program. Mr. Le Hong Vinh emphasized that the selection of Quang Tri as the host venue for this year’s program carries special significance for the province. He noted that the event not only provides an opportunity to enhance mutual understanding but also contributes to further strengthening the growing partnership between Vietnam and the United States, as well as cooperation between U.S. partners and Quang Tri Province.

Chairman of the Provincial People’s Committee Le Hong Vinh shared stories, images, and memories from the wartime years, which have helped foster goodwill and mutual understanding between the peoples of Vietnam and the United States, laying an important foundation for further expanding practical cooperation programs in the future.
Mr. Le Hong Vinh said that Quang Tri is a province with a rich historical, cultural, and revolutionary heritage. Its people are known for their sincerity, hospitality, resilience, and strong aspirations for development. While the province faces challenging climatic conditions and is regularly affected by natural disasters, storms, and floods, its strategic location at the heart of Vietnam - serving as a bridge between the country's northern and southern regions -offers significant potential and competitive advantages for socio-economic growth. These strengths are creating new opportunities for Quang Tri to accelerate its development and further integrate into regional and international economic networks.
Alongside its development advantages, Quang Tri continues to bear the heavy legacy of war, particularly the threat posed by unexploded ordnance (UXO) and the lingering impacts of chemical agents used during the conflict. The province is currently implementing its 2026–2030 UXO Clearance Program and looks forward to continued support and assistance from international organizations, development partners, donors, and friends from the United States.

Mr. Le Hong Vinh expressed his hope for continued support and cooperation from U.S. organizations and individuals in such areas as education, healthcare, science and technology, and human resource development. He also called for stronger collaboration in green and sustainable agriculture, helping to create stable livelihoods, improve incomes, and enhance the quality of life for local people.
Chairman of the Provincial People’s Committee Le Hong Vinh affirmed that Quang Tri highly values and attaches great importance to the Viet Nam - U.S. partnership, particularly cooperation programs aimed at addressing the consequences of war, including UXO clearance, support for Agent Orange victims, and joint efforts to locate and recover the remains of military personnel missing in action. He noted that the province is currently investing in the construction of the War and Peace Museum, a project intended to promote the message of reconciliation, peace, cooperation, and development for present and future generations.

Mr. Le Hong Vinh emphasized that, despite being a land that endured immense suffering and loss during the war, Quang Tri has been making determined efforts to rise above its challenges, gradually overcoming poverty and striving toward the goal of rapid and sustainable development. He expressed confidence that, with the continued support and partnership of the U.S. Government, American organizations, businesses, and people, Quang Tri will gain additional resources and opportunities to advance its comprehensive development in the years ahead.

Le Hong Vinh expressed his hope that, in his current role, Acting U.S. Secretary of the Navy Hung Cao would continue to pay close attention to and advocate for stronger cooperation between the United States and Vietnam, particularly with Quang Tri Province, thereby contributing to the shared interests of the two countries and supporting the province’s sustainable development goals.

Speaking at the courtesy meeting, Acting U.S. Secretary of the Navy Hung Cao expressed his sympathy for the hardships and losses endured by Quang Tri Province as a result of the legacy of war. He emphasized that efforts to address the consequences of war, recover the remains of military personnel missing in action, and clear unexploded ordnance are profoundly humanitarian endeavors that help heal the wounds of war while fostering greater mutual understanding and trust between the peoples of Vietnam and the United States.
Acting U.S. Secretary of the Navy Hung Cao noted that cooperation programs between the United States and Viet Nam are aimed not only at providing humanitarian assistance but also at serving as an important bridge for strengthening the comprehensive partnership between the two countries in support of peace, stability, and sustainable development.

He also highlighted the importance of maintaining a peaceful, stable, secure, and safe maritime environment in the East Sea, as well as ensuring freedom of navigation, free trade, and the uninterrupted flow of goods along international shipping routes. He noted that any actions that heighten tensions or undermine peace and stability are detrimental to economic development and trade, not only in the region but also around the world.
Acting U.S. Secretary of the Navy Hung Cao also expressed his joy and pride at having the opportunity to return to his father's homeland. He spoke highly of the province’s positive transformation and development, while expressing his admiration for the friendliness, hospitality, and genuine warmth of the people of Quang Tri.
