Minh Hoa is a mountainous district of Quang Binh province; the people's life here meets many difficulties; the rate of poor households accounts for more than 51.9%. In 2008, the total production value achieved VND128,345 million, increased by 12.91% against the year 2007, of which agro-forestry and fishery production value achieved VND52,205 million, increased by 11%; industry and handicraft production value achieved VND32,856 million, increased by 13%; trade and service achieved VND43,284 million, increased by 14%; budget receipts achieved VND4.4billion, increased by 15%.

Addressing the working, Province Chairman Phan Lam Phuong asked Minh Hoa district to further the poverty-alleviation movement and consider it as main task in 2009, concurrently build and expand the models of breeding, cultivation and afforestation to increase income and improve the life for local people; correctly reckon up the number of poor households and temporary houses so as to have the specific action plan; speed up the progress of building Ra Mai primary school (Trong Hoa commune). On this occasion, Chairman also visited and learned about the people's life in Ra Mai resettlement area and Si May mountain village; paid a visit to the Ra Mai primary school, medical station and Mrs. Ho Thi Di's family in La Trong village, Trong Hoa commune.
