An announcing ceremony of Decision of Prime Minister on the establishment and promulgation of operation regulation of Hon La Economic Zone

(Quang Binh Website) - On September 12, the Provincial People's Committee officially held the announcing ceremony of Decision of Prime Minister on the establishment and promulgation of operation regulation of Hon La EZ.

Attending the ceremony were Permanent Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Luong Ngoc Binh, Chairman of the Provincial People's Committee Phan Lam Phuong; members of the Provincial Standing Party Committee, Standing People's Council, People's Committee, Provincial Fatherland Front Committee; representative of province-level departments and branches, districts, city and some provincial enterprises.

Overview of the announcing ceremony of Decision of Prime Minister on the establishment and promulgation of operation regulation of Hon La Economic Zone

On June 10 2008, Prime Minister issued Decision No.79/2008/QDD-TTg on the establishment and promulgation of operation regulation of Hon La EZ, Quang Binh province. Accordingly, the Hon La EZ covers six coastal communes of Quang Dong, Quang Phu, Quang Tung, Canh Duong, and Quang Hung and Quang Xuan of Quang Trach district. The nuclear area of the Hon La EZ covering Quang Dong and Quang Phu has a natural land area of about 10,000 hectares, of which mainland are of about 8,900 hectares and island area of about 1,100 hectares. It borders Ha Tinh province on the north; Quang Tho commune, Quang Trach district on the south; Quang Kim, Quang Tien and Quang Chau communes, Quang Trach district on the west and the Eastern Sea on the east.

The Hon La EZ will be developed into an economic complex, including two major functional zones: the non-tariff zone and the tariff zone. Of which, the non-tariff zone will produce, process, recycle and assemble exports, imports and goods for on-spot use; trade in goods including export, import, border-gate shift, temporary import for re-export, temporary export for re-import, distribution, duty-free shops and department stores; trade in services including sorting, packaging and forwarding of goods in transit, preservation, storage, bonded warehouse, post, telecommunications, finance, banking, transportation, insurance, recreation and entertainment, restaurants; trade promotion and other commercial activities. The tariff zone includes industrial parks, export-processing zones, port and port logistics service areas, urban zones, service-tourist zones, residential areas and administrative zones.

Hon La EZ has a convenient geographic location, situated on some important transportation systems of Vietnam and regional countries. This position gives Hon La EZ a big advantage to develop its economy, cooperate and exchange goods and service between the central region and the central region of Laos, the northeast of Thailand and Mekong sub-regions.

Chairman Phan Lam Phuong delivers his speech at the ceremony

Delivering a speech at the ceremony, Chairman Phan Lam Phuong stressed that the Decision of the Prime Minister on the establishment and promulgation of operation regulation of Hon La EZ demonstrates the deep concern of the Government and ministerial-level agencies to the province. It will contribute to make a breakthrough in accelerating the speed of the socio-economic development to quickly bring the province out of poverty. Chairman Phan Lam Phuong affirmed that Hon La EZ with the transparent investment incentive policies will be a promising and potential area to attract foreign and domestic investors. Besides, he also asked all levels and branches to urgently implement the assigned tasks in the Official Dispatch No.1334/UBND, dated June 18 2008 on implementing the Decision of Prime Minister to develop Hon La EZ in accordance with the position and content of the economic zone, meeting the people's needs and becoming an attractive destination for foreign and domestic investors.

On this occasion, Chairman of the Provincial People's Committee granted Certificate of Merit to two collectives and three individuals for excellent achievements in the process of building and developing the economic zones and industrial parks in the 2001-2008 period.
