The meeting was attended by Vice-chairman of the Provincial People's Committee Tran Cong Thuat; representative of related departments and branches, districts and city in the province.

The meeting listened to leaders of the Department of Labour, Invalids and Social Affairs briefly report on implementation of poverty-alleviation and job creation program (2006-2008). Regarding poverty alleviation: Over the past three years, the Program 135 for second phase allocated 67,900 million VND from State budget to invest in building 115 projects for poor communes, of which, 101 projects were completed and put into use in the end of 2008; provided 6,100 million VND from central budget to support production development for ethnic groups. 11,220 ethnic minority people were joined in activities of agricultural and forestry encouragement; 689,490 health insurance cards were issued to poor people in the provincial area. After three years of implementation, the whole province deleted 30,078 poor households.

Regarding job creation, the whole province solved jobs for 85,982 laborers, decreasing rate of unemployment down 1.42%, bringing up rate of using laborers in rural area from 78.2% in early 2006 to 82% in early 2008. The units also organized training courses to improve the capacity, transfer science and technology and build models to help each other in production development and job creation, considerably contributing to the general results in the work of poverty alleviation and job creation in the provincial area.

The target of the poverty alleviation and job creation program in 2009-2010 is to reduce rate of poor households down from 3.5 to 4% on an average each year and under 15% until 2010; basically delete temporary houses for poor households in Minh Hoa until end of 2009; strive to achieve 50% of especially difficulty communes in coastal and bank areas to escape difficult situation. Regarding job creation, the units will carry out programs and solutions to solve jobs for 2.7-2.8 thousand laborers each year, reducing rate of unemployment in urban area down under 2%, bringing up rate of using laborers in rural area to over 85% and rate of trained laborers to 22%.

The meeting spent much time to discuss on obtained results, analyse shortcomings and propose solutions to repair work of poverty alleviation and job creation in the whole province.

Giving a closing speech, Provincial People's Committee Vice-chairman Tran Cong Thuat asked the units to better implement some matters like: investigate and check the figures of poor households; build program and plan in details; unify short-term and long-term targets to help the people escape poverty step by step; assign specific tasks to each organization and individual, contributing to achieve highest results in the work of poverty alleviation and job creation and to complete the target of socio-economic development in the whole province.
