Attending the opening ceremony was Mr Dang Ngoc Tuan, Deputy Head of Department of Training - Ministry of Culture, Sport and Tourism; Mr. Dinh Viet Hung, General Secretary of the Viet Nam Aquatic Sports Association. On the side of the province, there were Mr. Dang Van Hoan, Head of the Department of Propaganda and Training of the Provincial Party Committee; Mr. Tran Cong Thuat, Vice-chairman of the Provincial People's Committee; leading representatives of departments and branches together with all athletes and coaches.

The prize this year is held in Quang Binh province with the participation of 149 famous and promising athletes from 14 provinces and cities nationwide, Binh Phuoc, Thua Thien Hue, Quang Tri, Nghe An, Ha Nam, Nam Dinh, Hai Duong, Phu Tho, Quang Ninh, Hai Phong, Da Nang, Ha Noi, Thai Binh and Quang Binh, vie for 126 prize sets.

This is an important event among the annual national event system, which collect swimmers from clubs managed by provinces, cities and branches. It is through the prize, the organization committee will select athletes for the next generation national teams.

Addressing the opening ceremony, Vice-chairman Tran Cong Thuat emphasized that the organization of 2009 PVFC Cup-Region I National Swimming Clubs Championship in Quang Binh is a great honour to the province. This is an activity among programs to commemorate the 50th anniversary of the opening of Ho Chi Minh Trail - Traditional Day of the Truong Son Soldiers, Quang Binh's 60th revolutionary anniversary and 20th reestablishment anniversary; concurrently contributes to further the Campaign "All people take physical exercise according to moral example of Uncle Ho". Vice-chairman Thuat also wished all athletes show their best performances with the spirit of highest determination and gained the best achievements and congratulated all athletes on a wonderful success.
