The session was attended by leaders of the Party, government and provincial Vietnamese Fatherland Front; representatives of provincial-level agencies and unions, districts and city together with delegates of the PPC (16th term).

During its second session, the Provincial People’s Council will be focused on reviewing the implementation of the province’s socio-economic and defence-security task and observance of law in the first half of 2011. The session is also designed to analyse objective and subjective causes, especially subjective causes, to focus on discussing and devising key tasks and measures to strive to complete the targets and tasks for 2011.

Addressing at the opening ceremony, Chairman Luong Ngoc Binh said that PPC delegates should raise their role and responsibility to the people; uphold the democracy; put forward practical measures in accordance with the province's socio-economic situation; focus on dealing with difficulties to speed up and improve the quality and effectiveness of production and business; strengthen management of culture - social affairs, national defence and security, social safety and order; mobilize all human resources and bring into play internal force to fulfill the set targets and tasks.

In addition, the Provincial People's Committee, departments and branches, localities and units should actively coordinate and work out effective measures to timely consider and solve the voters' petitions, the delegates' questions and the issues that the people concerned.

Chairman added that all delegates should contribute their ideas, discuss and put forwards measures to complete the tasks for 2011, creating the premise to implement the tasks for socio-economic development in the period of 2011-2015.

During its second session, the Provincial People’s Council heard the report of its action results in the first half and its tasks in the second half of 2011; the report of implementation of socio-economic development tasks in the first half and tasks and measures to implement the plan for the second half of 2011; the investigation reports of the provincial Committee for Economy and Budget, the Committee for Culture and Social Affairs and the Committee for Law in the first half of 2011. And then, the provincial People's Committee will discuss more detail on related issues to these reports and ratify Resolution of operation regulation of the Provincial People's Council for the 2011-2016 term; Resolution on implementation of socio-economic development task in the second half of 2011.
