The summit was attended by delegations from Quang Binh, Ha Tinh and Nghe An provinces (Vietnam); Khammouane and Bolykhamsay provinces (Laos); Nakhon Phanom, Sakon Nakhon, Nong Khai and the host of Bueng Kan (Thailand).

At the summit, the provinces focused on evaluating implementation of the minutes of the 19th summit signed December 21st, 2015 in Khammouane province; put forward solutions to promote cooperation as well as tighten friendship between the provinces using the roads No.8 and No.12 in particular as well as the three countries of Vietnam, Laos and Thailand in general.

On behalf of the delegation of Quang Binh province, Standing Vice Chairman of the Provincial People's Committee Nguyen Xuan Quang briefly reported implementation of the minutes of Quang Binh province, focusing on maintaining student training exchange; attending sport competitions, cultural programs; strengthening investment promotion, transport; creating favorable conditions for exit and entry, import-export activities, so on.

Vice Chairman also put forward cooperation between the provinces in the coming time, introduced tourism potential of the province, speed up development of services, bringing tourism to become a key economic sector of Quang Binh Province, aiming to lure the provinces to Quang Binh for visiting.

On the basis of discussions, the provinces agreed and signed the Minutes of the 20th summit with a focus on promoting cooperation between the provinces in the field of education, culture, sport, tourism, science - technology, trade, investment, transport and agriculture.

The summit also agreed to choose Nghe An province (Vietnam) as the host of the preparatory meeting and Nong Khai province (Thailand) as the host of the 21st official summit.
