Remarkable results in foreign non-governmental aid mobilisation
According to the information from the Department of Foreign Affairs, in the 2013-2017 period, the province has had 148 foreign non-governmental organizations (NGOs) and sponsors to fund 232 programmes and projects with a total committed capital of USD17.47 million, including 31 projects with a total value of USD2.3 million funded by 23 NGOs in 2017 only.
The programmes and projects have been carried out in the difficult and remote areas of the districts of Tuyen Hoa, Minh Hoa, Le Thuy and Quang Trach, focusing on the fields such as education and training, health, dealing with social affairs for the persons with disabilities, overcoming the war consequences, vocational training and job creation, socio-economic development, urgent aids and disaster prevention.
Through the projects, the people's spiritual and material life has been improved, creating conditions to mobilise the participation of vulnerable people such as women, poor children and disabled people, enhance gender equality and improve the people's awareness of the life, etc.
In order to achieve those results, the province has organised many meetings with NGOs and international organizations to seek and mobilise source of aids; directed the departments and localities to actively implement activities in foreign non-governmental mobilisation and provide related information for NGOs and international organisations.
Besides, in order to effectively manage and use source of foreign non-governmental aids in accordance with the regulations, the Provincial People's Committee approved Decision No.06/2010/QD-UBND dated June 16, 2010 stipulating the regulations on management and use of foreign non-governmental aids in the province. During the process of implementation, the departments and localities have actively built the projects to lure investment and aids, focusing on the advantaged fields, giving a top priority to socio-economic development; closely coordinated with related agencies to strengthen the efficiency of implementing the programmes and projects.
However, work of foreign non-governmental aid mobilisation has met a lot of difficulties in complying with State regulations on mobilizing, receiving, managing and using foreign non-governmental aids, accessing information and communications, etc.
Defining the attraction of foreign non-governmental aids is an important task, in the upcoming time, the levels, agencies and localities will regularly coordinate with the Central agencies to access informations on the NGOs' operations and aids; strengthen the approach with organisations and potential donors; uphold the role of localities and units in the process of mobilising, receiving and implementing programmes and projects.
Besides, the agencies and localities diversify forms of aid mobilisation; expand subjects to attract aids from the embassies and international organisations, especially the community of foreign enterprises who are operating in the province; speed up reform of administrative procedures for receiving and assessing the aid projects; pay attention to training human resources to improve the efficiency on managing and using source of aids in the province.
