Attending the opening ceremony were leaders of the Party, Government and Provincial Fatherland Front; departments, branches, provincial level unions, districts and city together with all delegates of the 15th Provincial People's Council.

After the opening speech of Chairman Luong Ngoc Binh, the delegates listened to the report on implementation of the socio-economic development plan for 2008 and orientation of the socio-economic development plan for 2009 of the Provincial People's Committee. Accordingly, the provincial socio-economic situation has gained good results; most of targets have achieved the set plan; economic structure has continuously shifted towards right direction; economy has achieved a fair growth rate. A lot of big changes have been seen in cultural and social fields; the people' life have been improved; national defence and security, social safety and order have been upheld. The report showed that the GDP growth rate achieved 11.42% (yearly plan: 12%-12.5%); industrial production value increased by 20.25% (yearly plan: 20-21%); service sector increased by 12.1% (yearly plan: 12.5-13.0%); agro-forestry-fishery production value increased by 24.2% (yearly plan: 24%); industry - construction achieved 36.6% (plan: 37%) and service 39.2% (plan: 39%). Value of export turnover achieved US$62.9 million, reached 114.4% of the plan, equal to 107.6% against the same period; the total of budget receipts achieved VND853 billion, reached 111.9% of forecast (yearly plan: VND762 billion). The rate of poor households decreased by 4% against the year 2007; solving jobs for 2.8 thousand laborers, reached 100% of the set plan.

Next, the delegates heard the report of the Provincial Standing Committee for the Vietnamese Fatherland Front Committee on collecting all ideas and petitions of the people at the 14th session of the Provincial People's Council; Report on the implementation of the State budget estimate for 2008 and State budget estimate for 2009; Report on the total of State budget balance for 2007; Statement on allocating investment capital for Quang Binh provincial development in 2009; Statement on supplementing master plan for surveying, exploiting, and processing mineral in the provincial area till 2015; Statement on allocating province-level budget for 2009; Statement on prescribing the price of diverse land for 2009; Statement on naming streets in Dong Hoi city for the 4th time; Statement on approving the total of administrative personnel for 2009...
