Deputy Secretary of the provincial Party Committee, Chairman of the provincial People's Committee Phan Lam Phuong presided over the meeting. Attending the meeting, there were members of the Standing Committee of the Provincial People's Committee and leading representative of the provincial departments, agencies and branches.

In the first 10 months of this year, provincial socio-economic situation have stabilized and developed; economic growth rate has achieved fairly. Industry production value achieved VND 1,811.3 billion, up to 21.01% compared with the same period, equal to 76.9% of the plan, of which State sector reached VND 1,091.7 billion, up to 22.7% against the same period; non-State sector reached VND 665.5 billion, up to 18.2%; foreign-invested sector reached VND 54.1 billion, up to 23.2%.

Activities in trade and service: total export turnover achieved US$ 45.6 million, increased by 50.5% over the same period and exceed at 11.2% of the plan. Output of commodities was estimated at 78.3% of the plan, increased by 18.7% against the same period. Total number of tourists to Quang Binh was estimated to reach VND 524.6 thousand turns of people, up to 2.1%, of which international tourist was 19.025 thousand turns of people. The provincial State budget receipt reached VND 593.698 billion, increased by 46.54% compared with the same period, of which inland revenues reached VND 530.7 billion, up to 45.7% against the same period. In late October, total mobilized capital source was estimated at VND 2,942 billion, up to 30.8% compared with the same period. ODA projects were carried out effectively. Total ODA capital in the first 10 months was US$ 11.44 million, reached 55% of the plan, of which ODA capital was US$ 9.7 million and counterpart capital was US$ 1.74 million.

A lot of big changes have been seen in cultural and social fields. The programs, such as deleting thatched cottage, poverty reduction, job creation, compulsory education, have achieved much progress; some activities, such as helping flood-hit people and supporting for "For poor people" Fund, have been responded actively. Administrative reform has seen great leaps, especially in administrative procedure reform according to "one door" mechanism. Much progress has been noted in investment promotion. The provincial People's Committee appointed many delegations to work the corporations and big companies in Ha Noi, Ho Chi Minh and other localities in order to promote the progress of the projects and investment attraction. National defence and security have been upheld.

Despite such brilliant achievements, there have still been some shortcomings and restrictions, namely: growth rate of fishery and agriculture has remained low; site clearance has still faced many difficulties, affecting to the implementation of the projects; administrative procedures has been inconvenient.

In conclusion, Chairman Phan Lam Phuong asked departments and branches to focus on solving difficulties in agriculture; deploying Spring-winter crop according to seasonal schedule; strengthening work of prevention and against bird flu and "blue ear" disease; checking targets and tasks of 2007, striving for completing the set targets; pushing up capital construction, investment promotion, pay much attention to key projects to quickly put them into operation; preparing well the contents for the 11th session of the 15th Provincial People's Council held in the coming time. Departments of Police, Military and Transportation need to focus on upholding social safety and order, reducing the minimum level of traffic accidents, promoting propaganda for wearing helmet.
