Accordingly, over the past time, the ODA projects actively contributed to the provincial socio-economic development, work of eliminating hunger and reducing poverty, solving employment for laborers in rural areas and protecting ecological environment. Typically, the agricultural resource conservation and development project (ARCD), the central region poverty reduction project, the decentralized project for poverty reduction (DPPR); the Vietnam German afforestation project, the project 327 (PAM) and the environmental hygiene and water supply projects in urban and rural areas.

From 1993 to now, 35 ODA projects have been received and used with an investment totaling $152.3 million, of which 27 projects were completed and put into use; other 8 projects have been operating. So far, the ODA projects have been carried out in 50 communes of 7 districts and city in Quang Binh province with total investment capital of $152,335,000, of which ODA fund is $140,944,000 and counterpart fund is $11,391,000. The ODA projects have been invested in all fields, namely: Health - population (5 projects) with an investment totaling $19,970,000, making up 13.1%; Education (4 projects) with $9,090,000, accounting for 20.4%; Afforestation (3 projects) with $7,020,000, making up 4.6%; Agriculture (5 projects) with $31,140,000, making up 7.6%; Transportation (6 projects), making up 11.6%; Irrigation (4 projects) with $6,480,000, making up 4.3% and other fields like eliminating hunger and reducing poverty, credit, administrative reform and so on (11 projects) with an investment totaling $49,505,000, accounting for 32.4%.

Besides, 2 projects are now being started with an committed capital of $44.47 million; 7 projects are being prepared the procedure to begin with the registered capital of $52.177 million and 3 projects were registered with the Ministry of Planning and Investment and the Embassy of countries to mobilize and lure investment in the coming time, with total estimated capital of $15 million.

The orientation for attracting and using ODA funds through 2015 is to continuously attract ODA funds so as to contribute to the provincial socio-economic development in the 2006-2010 period and through 2015. Focus on improving strongly reimbursement of the ODA projects to quickly put them into use. In the coming time, top priority will be given to attracting the ODA funds in the fields, namely: rural and agricultural development (agriculture, forestry, irrigation, fishery in coordination with poverty reduction); building synchronous economic infrastructure in direction of modernization; building social infrastructure (health, education and training, population and other fields); protecting environment and natural resources; administrative reform; development of human resources and other social fields.
