The Congress was attended by Assoc. Prof, Dr Tran Xuan Nhi, Deputy Chairman of the Central Committee of the Vietnam Study Encouragement Association; Mr. Mai Xuan Thu, Head of the Department of Public Relations of the Provincial Party's Committee; Mr. Dinh Minh Thu, Vice-chairman of the Provincial People's Council; Mr. Tran Cong Thuat, Vice-chairman of the Provincial People's Committee; Mr. Luong Van Luyen, Chairman of the Vietnamese Fatherland Front Committee of Quang Binh province together with representatives of related departments and branches and 64 delegates representing for excellent collectives and individuals in the province's study encouragement emulation movement.

The First Provincial Study Encouragement Emulation Congress, 2009

Over the past years, the Provincial Study Encouragement Association has incessantly overcome many difficulties, made active contributions to the province's study encouragement emulation movement and gained many good results. The Association has so far developed 176,200 members (make up 21% of the whole population). Many organizations and individuals of the Association were awarded Certificates of Merit from the Prime Minister, the Central Committee of the Vietnam Study Encouragement Association and the Provincial People's Committee.

The Congress also approved the summary report of study encouragement emulation movement, contributing to building an educated society in the period of 2000-2009; proposed its orientations, tasks and solutions in the coming time and listened the speeches and contributions of three individuals representing for three typical collectives as well as the direction of Assoc.Prof Dr Tran Xuan Nhi, Deputy Chairman of the Central Committee of the Vietnam Study Encouragement Association. The Congress also elected seven members to attend the second national emulation congress on study encouragement.

Acting on State President's authority, Vice-chairman Tran Cong Thuat awards the Third-Grade Labour Medal to the Provincial Study Encouragement Association

On this occasion, the Provincial Study Encouragement Association honourably received the Third-Grade Labour Medal from the State President for its excellent achievements in the period of 2004-2008, contributing to the cause of building the Socialist and defending the Fatherland. The Central Committee of the Vietnam Study Encouragement Association also awarded the emulation flag to four units for their excellent achievements in 2008, namely the Study Encouragement Associations of Dong Hoi city and Tuyen Hoa, Le Thuy and Bo Trach districts; granted Certificate of Merit to ten collectives and ten individuals. The Provincial People's Committee granted Certificate of Merit to ten collectives and nine individuals. The Provincial Study Encouragement Association awarded Certificate of Merit to three collectives and twenty-first individuals for their brilliant achievements in the province's study promotion movement in the period of 2005-2009.

Addressing the Congress, Province Vice-chairman Tran Cong Thuat warmly praised the achievements that the Provincial Study Encouragement Association obtained in the past years and asked the Association to improve and increase the quality of its activities, have a close combination with the education and training sector as well as related agencies and organizations to implement well Direction No.11/CT-TW of the Politburo, Direction No.02/2008/CT-TTg of the Prime Minister and Direction No.29/CT-TU of the Provincial Standing Party's Committee guiding work of the study and talent encouragement and a building an educated society; develop the fondness family for learning and study encouragement family line, contributing to building the movement "the whole people consolidate to build a cultural life" in the provincial area.
