Its main content is to propose orientations, aims and solutions on sea strategy of Quang Binh province to 2020. Of which, the Provincial Standing Committee of the Party put forward 9 tasks and solutions, including:

- Organize studying and grasp Resolution No.09-NQ/TW thoroughly; raise the awareness of the importance of sea to the province's socio-economic development in the new period.

- Promote and improve the effectiveness of master plan of socio-economic development, guarantee national defense and security in coastal areas. The master plan of sea economic development must be comprehensively between relevant branches, with a far and modern view according to international and domestic standards.

- Develop sea scientific and technological potential, pay much attention to studying application of technical and scientific advances into the sea economic fields and branches.

- Develop human resource, meeting the demand of socio-economic development in the territorial waters and coastal area.

- Preserve sea environment, develop the source of income of fishery, build sea reserve and inland waters; prevent natural calamity, rescue.

- Defend firmly sea sovereignty and security. Enhance the sense of the role and strategic position of sea to building and defending the sovereignty of territorial waters and island.

- Build some key projects; link sea economic development of Quang Binh province with the North Central provinces and East West Economic Corridor with Laos and Thailand.

- Strengthen the ability of State management on sea, ensuring the unity and effectiveness. Organize and manage generally, ensuring the principle of sustainable development in direction with interdisciplinary.

- Build and promulgate social policies, incentive policies about capital, vocational training, etc. Implement incentive policies; attract foreign and domestic investment, etc.
