Attending the session were Mr. Luong Ngoc Binh, Acting Secretary of the provincial Party Committee, Chairman of the provincial People’s Council; Mr. Phan Lam Phuong, Deputy Secretary of the provincial Party Committee, Chairman of the provincial People’s Committee and comrades of the provincial Standing Committee of the Party, the Standing Committee of the provincial People’s Council, People’s Committee and Vietnamese Fatherland Front Committee of Quang Binh province, departments and branches, unions, districts and city together the whole delegates of the 15th provincial People’s Council.

Addressing the session, Chairman of the provincial People’s Council Luong Ngoc Binh stressed: the 11th session of the 15th provincial People’s Council is to evaluate comprehensively about socio-economic situation of the province in the last year, simultaneously approve many main policies for the implementation of the yearly plan of 2008. He also asked delegates of the provincial People’s Council need to raise high the spirit of responsibility, bring into play democratic spirit, make suggestions, contribute their understanding to ratify the Resolutions in accordance with reality, contributing to the implementation of the success of socio-economic development targets of 2008.

At the session, Vice-chairman of the provincial People’s Council Tran Dinh Hue reported the activities of 2007 as well as orientations and tasks of 2008 of the provincial People’s Council. Accordingly, in 2007, the provincial People’s Committee implemented well its functions, tasks and power subject to the legal regulations; promulgated Resolutions and deploy work of supervision in accordance with the program of the provincial People’s Council.

On behalf of the provincial People’s Committee, Standing Vice-chairman Pham Thi Bich Lua reported the implementation of the plan of 2007 and the plan for socio-economic development of 2008. In general, the provincial socio-economic situation has seen a continual growth, economy has remained a fair growth rate, technical infrastructure and socio-economic sub-structure have continuously been strengthened; a lot of big changes have been seen in the social and cultural fields; the people’s life has been improved; national defence and security, social safety and order have been upheld. Some main indicators of 2007 are estimated to achieve as following: growth rate of GDP achieves 11.63% (against the plan of 12%-12.5%); agriculture, forestry and fishery production value up to 2.9% (the plan of 4%-4.5%); industrial production value up to 23.1% (the plan of 25%-26%); value of services industry up to 12.7% (the plan of 11%-11.5%). With respect to economic structure: agriculture - forestry - fishery of 25.8% (the plan of 22.8%); industry - construction of 25.4% (the plan of 38.5%); service of 38.8% (the plan 38.7%); food output reaches 23.5 ten thousand tonnes (the plan of 24.5-25 ten thousand tonnes); export turnover achieves US$53.5 million (the plan of US$40-41 million); budget receipt reaches VND726.2 billion (the yearly plan of VND 659 billion); rate of hunger and poverty households reduces by 4.5% (the plan of 4%-4.5%); job creation for 2.75 ten thousand laborers (the plan of 2.5-2.7 ten thousand laborers); secondary compulsory education achieves 96.2% of number of communes and wards (the yearly plan of 96%-97%); rate of birth reduces by 0.32%o (the plan of 0.40-0.45%o) and so on.

At the working session today, the provincial People’s Council will be listened the reports on the implementation of the policies for laborer; report on the implementation of the State budget estimation of 2007 and budget estimation of 2008; Resolution on allocation of investment and development capital of the province in 2008; report on the implementation of budget-economic development task of 2007; orientations and tasks of budget-economic development of 2008; draft resolution of the provincial People’s Council on economic development task of 2008, report on the implementation of social-cultural development task of 2007 and the provincial social-cultural development task of 2008; draft resolution of the provincial People’s Council in the social-cultural field and so on.

The 11th session of the 15th provincial People’s Council will be taken place in four days (from 05 to 08 December 2007). Quang Binh Radio - Television Station will broadcast directly the 11th session of the provincial People’s Council.
