However, Quang Binh is now a poor province as compared with the provinces in the region and in the country. Some targets have achieved low like rate of poor household made up 19%; rate of malnourished children accounted for 26%; rate of trained laborers achieved 22-24%; average income only achieved US$700-800... The socio-economic situation in 1st quarter of 2009 has remained a stable growth rate. Concretely, the production value in 1st quarter of 2009 achieved 19.5% of the plan, up to 19.5% against the same period; capital construction investment has gained positive changes; key projects have been accelerated the progress; investment promotion has been continuously boosted; the healthcare for the people has been strengthened...

At the working, Quang Binh province also proposed State President, ministers and branches to create favorable condition for the Vietnam Oil and Gas Corporation to accelerate the progress of investment in Hon La seaport for second phase and call upon foreign and domestic investors for the following phases; to quickly have the policy to open the Dong Hoi - Ho Chi Minh air route; to pay much attention to system of traffic road to the localities in the far-flung and remote areas; to help Quang Binh call for the assistance of benefectors to well implement the program of deleting thatched cottages and temporary houses for poor households; to invest in building and improving system of hospital, medical station and vocational training establishment in the province; to attach a special importance to the propaganda of law and judicial reform...

Addressing the working, President Nguyen Minh Triet praised the effort of Quang Binh province in socio-economic development and stressed that Quang Binh is developing onto right orientation with the pridefully economic growing rate of over 10% a year. President Triet agreed with the socio-economic development plan for 2009 and said that Quang Binh is a province that has a lot of potentials for the socio-economic development, so he requested the leaders of the province to focus more on the development of Hon La industrial park and seaport, Dong Hoi airport and tourism in Phong Nha - Ke Bang National Park, especially Son Dong Cave - the world's largest cave newly discovered, contributing to further the socio-economic development of the province and attract investment of foreign and domestic investors to Quang Binh province.
