Accordingly, the Provincial People's Committee defined 10 main groups of tasks and solutions to successfully implement the socio-economic development targets and State budget estimate in 2018, such as strengthening the urban planning and management; improving the quality and efficience of the economy, ensuring a stable and sustainable growth; tightening the disciplines in the management of finance and the State budget; furthering management of capital construction investment; focusing all resources for agro-forestry and fishery development and building new rural areas.

In addition, all levels, agencies and localities continue solving difficulties to develop industry; promoting investment in clean industrial and high-tech projects; creating condition to make full use of capacity of the existing industrial establishments and effectively develop new projects; accelerating the progress of implementing the large industrial projects; boosting development of the domestic market, ensuring the supply and demand of goods, especially in remote and mountainous areas.

Besides, the agencies and localities pay attention to improving the quality and diversifying tourist products and services; developing human resource for tourism sector; promoting investment attraction and tourism popularization; expanding foreign relations and improving an investment and business climate, developing enterprises and other economic sectors.

The Provincial People's Committee also asked all levels, agencies and localities to strengthen management of natural resources and environmental protection; further development of science and technology; improve quality of education and training, develop human resources, health, population and healthcare; organizing the activities in culture and sports, information and communications; labor, war invalids and social affairs and children healthcare, ensuring social security and welfares and improving the life of ethnic people.

In addition, the agencies and localities strengthen a guarantee of security and social safety and order, further administrative reform, enhance the operational efficiency of State management, etc.

In 2018, the province strives to reach GRDP growth rate of 7.0%; value of agro, forestry and fishery production of up 4.0%, industry of up 8.5% and services of up 7.5%. The economic structure of agriculture, forestry and fishery reaches 20%, industry and construction are 27.2% and services are 52.8%. Budget revenue reaches VND 3,500 billion. Total social investment reaches VND 18,000 billion. GRDP per person reaches VND 36 million.

The province has nine communes meeting the standards on building new rural areas (making up 44.8% of communes) and solves jobs for 3.500 - 3.600 laborers. The rate of poor households reduces by 2.5% against 2017; rate of population growth reaches 0.55%/year. 99.67% of households is used national power grid; 88.6% of communes, wards and towns reaches the national standards on health; more than 90% of population buys health insurance; 69.2% of communes, wards and towns completes secondary education universalization at level 3; rate of trained laborers reaches 63.5%; 97.2% of urban population uses fresh water; 90% of households is provided with fresh and hygienic water; rate of forest cover reaches 67%, etc.
