Comrade General Secretary To Lam, Head of the Central Steering Committee for Science and Technology Development, Innovation and National Digital Transformation chaired the conference. At the conference, comrade Hoang Dang Quang, member of the Party Central Committee, Deputy Head of the Standing Committee of the Central Organization Committee, announced the Politburo's decision to establish the Central Steering Committee on science and technology development, innovation and national digital transformation; and stipulated the functions, tasks and powers of the Steering Committee.

Next, comrade Thai Thanh Quy, member of the Party Central Committee, Deputy Head of the Standing Committee of the Central Economic Commission, presented a report on the situation and results of the implementation of the Party and State's guidelines and policies on science and technology development, innovation and national digital transformation; Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

Resolution No. 57-NQ/TW mentions 5 groups of targets by 2030, with a vision to 2045, from which 7 groups of tasks and solutions are identified. Accordingly, developing science and technology, innovation and national digital transformation are the top important breakthroughs, the main driving force to rapidly develop modern productive forces, perfect production relations, innovate national governance methods, develop socio-economy, prevent the risk of falling behind, and bring the country to breakthrough development and prosperity in the new era. Strengthen the comprehensive leadership of the Party, promote the combined strength of the entire political system, and the active participation of entrepreneurs, enterprises and people in developing science and technology, innovation and national digital transformation. Human resources institutions, infrastructure, data and strategic technology are the key and core contents to help develop rapidly and sustainably, gradually become autonomous in technology, especially strategic technology; Ensuring national sovereignty in cyberspace; ensuring network security, data security, information security...

At the conference, Prime Minister Pham Minh Chinh thoroughly grasped the content and spirit of the Government's Action Program to implement Resolution No. 57-NQ/TW. National Assembly Chairman Tran Thanh Man presented policies, solutions, and legal institutions on breakthroughs in science and technology development, innovation, and national digital transformation.

Speaking at the conference, General Secretary To Lam emphasized: Breakthroughs in science and technology development, innovation and national digital transformation create breakthrough changes in awareness and implementation, contributing to the country's development into a rich and powerful country in the new era - the era of national development. He requested that the implementation of tasks on science and technology, innovation and national digital transformation must be carried out in a systematic, scientific, long-term, smooth and effective manner, creating high unity within the Party, consensus among the people, business community, entrepreneurs and society.

General Secretary To Lam called on the entire Party, people and army to reach consensus, unanimity and join hands to successfully implement Resolution No. 57-NQ/TW as well as 8 groups of tasks and implementation solutions, especially breakthrough tasks.

In 2025, it is necessary to urgently complete the policy institutions as soon as possible to amend, supplement and remove the "bottlenecks" in the institutional development of science and technology, innovation and digital transformation. Urgently rearrange the organizational structure of science and technology. Prioritize budget allocation for science and technology development, innovation and digital transformation. Quickly deploy high-quality human resources, attract talents and experts in science and technology.
