The session focused on discussing and evaluating the implementation of tasks for 2008 and deciding orientation and solutions to implement task for socio-economic development for 2009; analyzing and admitting shortcomings in the process of implementing tasks for 2008.

Addressing at the session, Chairman of Quang Binh Province People's Committee Phan Lam Phuong emphasized that the provincial socio-economic situation in 2008 has developed stably and gained good results in many fields. Rate of economic growth has achieved high; socio-economic targets have grown higher than year 2007. In order to carry out targets of the plan for 2009, Chairman Phuong asked all levels, agencies and units to focus on promoting development of agro, forestry and fishery production towards goods production in association with processing industry, ensuring food security and stabilizing the people's life. Continue to solve difficulties for enterprises to improve effectiveness of production and business, bringing into play capacity of the enterprises; effectively implement the program for strongly improving investment environment in association with administrative reform, anti-corruption and training human resources, making all effort to complete the targets and tasks for 2009, creating condition to implement the success of main targets of the 5-year-plan for the 2006-2010 period.

Giving a closing speech at the session, Permanent Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Luong Ngoc Binh specified that after three-and-a-half days of working with the high responsibility, the 14th session of the 15th Provincial People's Council closed. He asked departments and branches to focus on strongly improving business and investment environment, creating favorable conditions for main projects to quickly put them into operation; mobilizing all human resources for the provincial socio-economic development; building mechanism and policies for investment and development; furthering the implementation of socialized policy in all fields of education, health, culture and sport; paying much attention to training human resources; strengthening state management in all aspects to cure inflation, thrift practice, anti-corruption and against wastefulness; promoting administrative reform, improving the spirit of responsibility of civil-servants; implementing solutions to reduce traffic accidents; consolidating national defence and security and upholding political stabilization to focus on economic development.
