The Congress was attended by Mrs. Ha Thi Lien, Standing Member of the Vietnamese Fatherland Front Central Committee; Mr. Luong Ngoc Binh, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Mr. Phan Lam Phuong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee together with the comrades of the Provincial Standing Party Committee, Standing Committee of People's Council, People's Committee and National Assembly Delegation; representative of departments, branches and localities, heroic Vietnamese mothers, Hero of the people's armed forces, Hero of labour in the innovation period and 277 excellent delegates represented the class of workers, farmers, ethnic groups, religion, patriotic personalities, intellectuals and economic sectors in the province.

At the congress, delegates listened to the result of implementing the action program of the Provincial Fatherland Front Committee in the past term and its action program for 2009-2014 tenure with the theme titled "Strengthening the people’s solidarity bloc, improving the activity efficiency of the Fatherland Front at all levels, striving to build Quang Binh motherland more and more prosperous".

Over the past five years, Quang Binh province’s Vietnam Fatherland Front Committee has achieved spectacular results from strengthening and developing the people’s solidarity bloc. The Committee has rallied people to join patriotic emulation movements and the campaigns launched by the Provincial Fatherland Front Committee, especially the campaign "The whole people unite in building a cultural life in residential areas" and the campaign "Day for the poor". The Front's contents and orientations have incessantly been consolidated, contributing to accomplishing socio-economic tasks, maintaining political stability and ensuring national defence and security and social order and safety in the province.

Until now, the whole province has 34 member organizations, increasing by 7 members against the beginning of the term, 75% of residential areas wining the title of "advanced residential area", 73.6% of households received the “cultural family” title. Over the past five years, the whole province deleted 9,405 temporary thatched cottages with the total money of 18.4 billion VND, donated 22.5 billion VND to the people in the whole country and in the foreign countries influenced by storm, flood, earthquake and tsunami; helped AO victims, disabled people and orphan children with the money of over 37 billion VND...

The units' speeches went into the details of general evaluation of obtained results in implementing action program, causes and shortcomings as well as experience lessons drawn from Provincial Fatherland Front Committee’s activities.

Addressing the congress, Secretary Luong Ngoc Binh acknowledged and praised great achievements and important contributions that the Vietnamese Fatherland Front Committee of Quang Binh province at all levels obtained in the innovation period and in the past term. He hoped that the Provincial Fatherland Front Committee at all levels would continue to strive and bring into play the obtained results, contributing to the cause of building the people's national unity bloc. He also stated measures to repair shortcomings and restrictions in the forthcoming time.

The 11th Congress (2009-2014) of Quang Binh province’s Fatherland Front Committee democratically negotiated to vote 85 members of the Provincial Fatherland Front Committee. Mr. Luong Van Luyen, Standing Member, Head of the Economy and Budget Department under the Provincial People's Council was elected chairman of the Vietnamese Fatherland Front Committee of Quang Binh Province (term XI). The 11th Congress of Quang Binh province’s Fatherland Front Committee also elected 7 comrades to attend the 7th Congress of the Vietnamese Fatherland Front Committee.
