On the evening of July 3, 2026, in Dong Hoi Ward, the Quang Tri Provincial People’s Committee, in coordination with the U.S. Embassy in Vietnam, held the closing ceremony of Pacific Partnership-Pacific Friends 2026 (PP-PF 26) in Quang Tri Province.

Attending Pacific Partnership–Pacific Friends 2026 were Lieutenant General Joel Vowell, Deputy Commanding General of U.S. Army Pacific; Major General Cox E. Darrin, Commanding General of the 18th Medical Command; and Colonel Robert Reyes, Mission Commander of Pacific Partnership.

Pacific Partnership (PP) is the U.S. Navy’s largest annual multinational humanitarian assistance and disaster response mission in the Indo-Pacific region.

Since 2007, Vietnam has co-hosted 12 Pacific Partnership missions in localities including Da Nang, Khanh Hoa, Binh Dinh, Nghe An, Quang Ngai, and Phu Yen. These activities have delivered significant positive outcomes, contributing to stronger cooperation between Vietnam, the United States, and other partner nations.

Pacific Friendship (PF), organized by U.S. Army Pacific in partnership with the 18th Medical Command, focuses on humanitarian assistance, disaster relief, medical and engineering support, and community capacity-building activities.

In 2025, Pacific Friendship was held in Quang Tri Province for the first time, featuring activities in disaster response, explosive ordnance disposal, veterinary services, healthcare, construction.
In 2026, the two programs were integrated into Pacific Partnership–Pacific Friends 2026 (PP-PF 26), held in Quang Tri Province with the participation of approximately 300 U.S. military personnel, alongside local authorities, specialized agencies, and functional forces. The program featured 25 activities organized under four main pillars: humanitarian assistance and disaster preparedness; healthcare; construction and renovation; and community engagement.

Speaking at the program, Mr. Hoang Nam, Member of the Provincial Party Standing Committee and Standing Vice Chairman of the Provincial People’s Committee, highlighted the significant achievements of the initiative, noting that they had further deepened mutual understanding among people from different countries. He emphasized that the first-ever concurrent implementation of Pacific Partnership and Pacific Friendship in Quang Tri Province served as a vivid testament to the increasingly substantive and effective cooperation between Vietnam and the United States. It also reaffirmed Quang Tri’s role as a locality actively promoting international cooperation for the benefit of communities and sustainable development.

The value of PP-PF 26 extends beyond the scale of its activities and the resources mobilized. Its greatest value lies in the trust built through each activity, the spirit of partnership among participating stakeholders, and the shared commitment to the humanitarian values that unite us all. These enduring strengths provide a solid foundation for creating new opportunities for cooperation and for fostering more sustainable and effective partnerships in the years ahead.
