Attending the meeting, there were representative of the provincial Party Committee, People's Council, People's Committee, director of departments and unions together with enterprises in the province.

Over the past time, the provincial enterprises met many difficulties because a lot of big changes has been seen in foreign and domestic markets, fluctuation of prices and heavy effects of the Storm No.2 and Storm No.5 caused serious losses of human and property, affecting to the progress of production of the enterprises. However, with the assistant of the Central, direction and instruction of the Provincial Party Committee, People's Council, People's Committee together with efforts of all levels and departments, the enterprises have been tried their best to complete the planned targets. At present, the whole province has 1,345 enterprises, of which 14 are State enterprises under the management of the province, 47 Central enterprises and 1,223 non-State enterprises with total registered capital of about VND 7,000 billion. Many enterprises have invested in renovation of technological equipments, extended its activities and improved the quality of products, typically the brewery Factory, the Song Gianh Cement Plant and the Cosevco No.6 Company. Many big projects have been invested in Quang Binh province, such as Projects of building the hydroelectric power Plant of the Central Construction Company and the Truong Thinh General Construction Company; Project of building the Cement Factory of the Chi Thanh Company; building the Vung Chua Dao Yen Tourism Area and Resort of the Dong Son Company and Project of Bang Ecotourism Area and Resort of the Dong Duong Company. In the first nine months of 2007, the enterprises paid VND 69.7 billion in the provincial budget, reaching 77% of the plan, increasing 148% against the same period, created jobs for 14,900 labors in the province.

On this occasion, the Vietnam Chamber of Commerce and Industry awarded the Merit of Certificate and the title of nationwide typical entrepreneur to Director of the Viet Trung Rubber Company Pham Tien Cam and other 9 excellent entrepreneurs. On the authority of Chairman of the provincial People's Committee, Standing Vice-chairwoman Pham Thi Bich Lua also granted the Merit of Certificate to 13 excellent entrepreneurs of 2007.

Addressing the meeting, Vice-chairwoman Pham Thi Bich Lua praised the great achievements the enterprises obtained in the past time and asked the enterprises to have the plans and incentive policies to encourage and attract the foreign and domestic investment projects. In order to achieve this objective, the enterprises need to strengthen improvement and application of technical and scientific advances in its activities to improve the output and quality of products, meeting the need of market; extend and apply information technology in looking for market and business and investment opportunities; actively take part in social activities, implement well the programs, projects and plans for the provincial socio-economic development.
