Closing session of the 4th Provincial People’s Council meeting

Attending the session were Mr. Le Hong Vinh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; Nguyen Chien Thang, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial Vietnam Fatherland Front Committee, along with members of the Provincial Party Standing Committee and representatives of provincial departments, agencies, and local authorities.

During the session, delegates raised questions regarding delays in the payment of allowances for teachers and staff working across multiple schools or school sites, as well as delays in tuition fee reimbursements for non-public educational institutions, which were considered inequitable compared to public institutions. In response, representatives of the Department of Education and Training provided explanations, clarified the issues raised, and proposed measures to address existing difficulties and shortcomings.

Next, the representative of the Department of Health addressed and clarified solutions to improve the quality of medical examination and treatment services at the grassroots healthcare level. The discussion focused particularly on challenges and shortcomings related to infrastructure, medical equipment, and healthcare personnel at local health stations. The representative also proposed that the province prioritize investment in upgrading healthcare facilities, providing additional medical equipment, and strengthening human resources for primary healthcare. These measures are expected to enhance the quality of healthcare services and better protect and improve public health from the grassroots level upward.

Meanwhile, the representative of the Department of Finance reviewed socio-economic development achievements, investment attraction efforts, priority sectors for investment, and future investment orientations. The department also analyzed the disbursement of public investment capital, identified obstacles affecting site clearance and project implementation, particularly during the rainy and storm season, and proposed solutions to accelerate progress. Discussions also covered challenges in implementing national target programs and the province’s ability to meet its 2026 state budget revenue targets.

In addition, the Department of Finance clarified issues of public concern, including resource mobilization for the implementation of the Prime Minister’s Directive No. 05/CT-TTg on accelerating cadastral mapping, land registration, cadastral record establishment, and the development of a national land database. The department also addressed criteria for building new-style rural areas and outlined measures to mobilize, allocate, and effectively utilize resources to support socio-economic development.

Moreover, the representatives of the Provincial Police Department presented an assessment of the national security situation during the first six months of 2026, identified issues requiring attention, and proposed key tasks and solutions to ensure security and public order during the remainder of the year.

On behalf of the Provincial People’s Committee, Chairman Le Hong Vinh acknowledged and accepted the guidance of the Provincial Party Secretary and the opinions raised by delegates. He also took responsibility for shortcomings in governance and administration and committed to addressing them through specific tasks and solutions with clearly defined responsibilities, timelines, and outcomes.

Additionally, the Chairman further clarified several issues of concern to voters and outlined seven key groups of tasks and solutions for the final six months of 2026. He emphasized that every delegate’s opinion reflects the trust and expectations of voters and the public, while every question raised serves as a test of governmental capacity and administrative effectiveness. He stressed that commitments made during the session must be translated into concrete actions and measurable results. Immediately following the session, the Provincial People’s Committee will review and incorporate guidance from the Provincial Party Secretary, conclusions of the session chairpersons, appraisal opinions of the People’s Council committees, and recommendations from voters into its socio-economic development agenda for the remainder of 2026 and subsequent years. The committee will also strengthen monitoring and supervision efforts, promptly address delays, and resolutely prevent the avoidance or shifting of responsibility.

Under the spirit of “Unity - Discipline - Innovation - Action - Effectiveness” Chairman Le Hong Vinh reaffirmed the Provincial People’s Committee’s determination to remove bottlenecks, unlock resources, create new growth momentum, and strive to achieve the highest possible results in fulfilling the province’s 2026 development targets, thereby laying a solid foundation for implementing the Resolution of the 1st Provincial Party Congress for the 2025-2030 term.

The 4th session of the 9th Provincial People’s Council subsequently discussed and adopted 38 resolutions, including 10 resolutions on public investment, finance and budget management, land administration, natural resources, and environmental management; 22 resolutions on mechanisms and policies covering essential sectors such as science and technology, finance and budget, healthcare, education, social welfare, agriculture, national defense, and personnel affairs. These resolutions represent important policy decisions aimed at further improving the province’s institutional framework and providing a solid legal basis for enhancing the effectiveness and efficiency of state administration and achieving development objectives in the new period.

In his closing speech, Chairman of the Provincial People’s Council Nguyen Dang Quang noted that after two days of intensive, serious, democratic, innovative, and highly responsible work, the session had successfully completed its entire agenda. He stressed that with limited time remaining in 2026 and a target of achieving 10.6% GRDP growth, together with numerous other key tasks, all levels of government, sectors, and localities must promptly translate the adopted resolutions into concrete action plans and implementation measures. He called on relevant authorities to remain proactive and decisive, avoid delays and missed opportunities, and strive to achieve the highest possible socio-economic development targets for 2026.

On the occasion of the upcoming 79th Anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2026), Chairman Nguyen Dang Quang, on behalf of the Standing Committee of the Provincial People’s Council, expressed profound gratitude and respect to heroic Vietnamese mothers, war invalids, sick soldiers, families of martyrs, and individuals who rendered service to the nation. He emphasized that the immense sacrifices and contributions of previous generations will continue to serve as a source of strength, pride, and responsibility for today’s generation in building an increasingly prosperous, civilized, and developed Quang Tri Province.
