Fourth Session of the 9th Quang Tri Provincial People's Council Opens
On the morning of July 16, 2026, the 9th Quang Tri Provincial People's Council, 2026-2031 term, convened its Fourth Session (the regular mid-year session for 2026) to review the implementation of socio-economic development and national defense and security tasks during the first six months of the year; set out key tasks and solutions for the remaining six months; and consider and adopt a number of important matters within its authority.
Overview of the Fourth Session of the 9th Quang Tri Provincial People’s Council
The session was chaired by Mr. Nguyen Dang Quang, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council, and Ms. Pham Thi Han, Member of the Provincial Party Standing Committee and Permanent Vice Chairwoman of the Provincial People’s Council.
Attending the session were Mr. Nguyen Van Phuong, Member of the Party Central Committee and Secretary of the Provincial Party Committee; Mr. Tran Vu Khiem, Permanent Deputy Secretary of the Provincial Party Committee and Head of the Provincial Delegation of National Assembly Deputies; Mr. Le Hong Vinh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; Mr. Nguyen Chien Thang, Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of Quang Tri Province; along with members of the Provincial Party Standing Committee and leaders of provincial departments, agencies, and localities.

Delivering the opening remarks, Mr. Nguyen Dang Quang, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council, said that during the first six months of 2026, the Provincial People’s Council had convened its sessions and adopted 52 resolutions, promptly translating the Party’s guidelines into concrete policies and deciding on a number of important mechanisms and policies. These resolutions have helped address difficulties and obstacles, provided a legal basis for governance and administration, and promoted the province's socio-economic development.
He emphasized that, despite the achievements made, the province continues to face numerous difficulties and challenges, particularly in achieving the 2026 GRDP growth target of 10.6%, accelerating the disbursement of public investment capital, advancing planning, land management and site clearance, as well as promoting administrative reform and digital transformation.

During the first six months of 2026, the province's socio-economic situation continued to record positive results. GRDP grew by 8.1%, the industrial production index increased by 8.8%, and the tourism sector welcomed more than 5.6 million visitors, generating nearly VND 6.5 trillion in revenue. The province also attracted 35 new investment projects with a total registered capital of more than VND 26 trillion. National defense and security remained firmly maintained, while social welfare was ensured. After more than one year of operation, the two-tier local government model has become basically stable and has gradually demonstrated its effectiveness, contributing to improved governance capacity and better public services.

Speaking at the session, Provincial Party Secretary Nguyen Van Phuong emphasized that only a limited period remains in 2026, while the GRDP growth target of 10.6% sets a very demanding requirement. To achieve this target, the province must attain growth of approximately 12.78% in the second half of the year, requiring strong determination and concerted efforts from the entire political system.
The Provincial Party Secretary called on the Provincial People’s Council, the Provincial People’s Committee, all levels of government, sectors, and localities to continue thoroughly implementing the resolutions and conclusions of the Party Central Committee and the Provincial Party Committee; maintain strong political resolve; renew leadership and management thinking; and foster a proactive, innovative, and responsible spirit, with officials willing to think boldly, act decisively, and take responsibility for the common good.
He also urged greater efforts to remove development bottlenecks, closely follow the growth scenario, and strive to achieve the 2026 GRDP growth target; accelerate the disbursement of public investment capital and the implementation of key projects; significantly improve the investment and business environment; make science and technology, innovation, and digital transformation the key drivers of growth; and promote the effective development of all economic sectors in line with the Party Central Committee’s policies.
He further stressed the need to continue improving the effectiveness and efficiency of the two-tier local government model; promote administrative reform, decentralization and delegation of authority in association with inspection and supervision; and build a professional, responsible, and people-oriented contingent of officials and civil servants. At the same time, he called for strengthening the Provincial People's Council's oversight of the implementation of its resolutions, particularly those relating to growth targets, public investment disbursement, and key projects; integrating economic development with cultural development; ensuring social welfare and improving people's living standards; maintaining national defense and security as well as social order and safety; intensifying efforts to combat corruption, wastefulness, and misconduct; building a clean and strong political system; and consolidating public trust.

During the opening session, the Provincial People’s Council heard reports on the implementation of socio-economic development and national defense and security tasks in the first six months of the year; directions and tasks for the remaining six months; the performance of the Standing Committee of the Provincial People's Council; the results of oversight of delayed non-budget investment projects in the province; the participation of the Vietnam Fatherland Front Committee of Quang Tri Province in local government building; and reports on the work of relevant agencies in accordance with regulations.

According to the agenda, the session will consider and discuss nearly 60 reports, proposals, submissions, and draft resolutions covering public investment, finance and state budget, local mechanisms and policies, land, natural resources and the environment, as well as other related matters. These are all important issues that will have a direct impact on the achievement of the province's socio-economic development targets for 2026 and the 2026-2031 term.
