Accordingly, in the first six months of 2017, the province had 45 out-delegations with 150 people from Laos, Thailand, Combodia, China, South Korea, Japan, France, Poland... for attending talks, gathering remains of martyrs, sharing experience, attending training courses...; and 63 in-delegations with 268 people from Laos, Thailand, Combodia, Phillipines, Malaysia, China, South Korea, Russia, Switzerland, UK, Germany, Poland, France, US, Colombia, Italia... for meeting, press, scientific research, field surveys, social affairs...

Quang Binh has signed the memorandum of understanding at the 20th meeting with nine provinces of three countries of Vietnam, Laos, Thailand using the Road 8 and 12 with the provinces of Ha Tinh, Nghe An, Khammouane, Bolykhamsay (Laos), Nakhon Phanom, Sakon Nakhon, Bungkan, Nongkhai (Thailand); inked cooperative agreement in the fields between senior delegations of Quang Binh and Khammouane (Laos); signed a memorandum of understanding with the Bank for Asia Development. Besides, the province has also actively implemented agreements signed with Khammouane and Savanakhet provinces in the fields of politics, ecomony, national defence, security and border; solving free emigration and illegal marriage; seeking and gathering remains of martyrs and Vietnamese experts who sacrificed in Laos; strengthening cooperation with the provinces of Laos and Thailand on cultural exchanges, sports, transport and trade; working with international organizations and foreign non-governmental organizations to implement programmes and projects in the province.

In the first six months, the provvince granted license to organize 04 international meetings and workshops on the International Centre for Research in Agroforestry (ICRAF), the international scientific conference on intelligent information system and intellectual database (ACIIDS), workshop on English teaching skills for primary teachers, FLOW 2 workshop on program of funding leadership opportunities for women funded by the Netherlands Ministry of Foreign Affairs.

With regard to economic diplomacy, the province has continued to speed up investment promotion activities; work with many domestic and foreign enterprise delegations who want to seek investment opportunities in the province such as the Orange Renewable Company (Singapore) for renewable power project; an enterprise delegation from Hyogo province for Kobe beef raising project; a delegation from Hungary for water supply project in Quang Trach...

Besides, the province has also organized a delegation to Chiang Mai province (Thailand), aiming to promote tourism and discuss the opening of new international air route of Dong Hoi - Chiang Mai; a delegation to Sakon Nakhon province (Thailand) to exchange investment opportunities and tourism promotion; attended the conference "Meet The USA 2017” conference in Ho Chi Minh city, aiming to call for cooperation and investment in Quang Binh province in trade and tourism.

In the first six months of 2017, commodity import-export activity via the border gate has a sharp increase. Total import-export turnovers reached USD265.9 million, grew by 59.6% of the same period last year, of which export turnover reached USD16.8 million, went up to 6.5% with main products of construction materials and agricultural products; import turnover reached over USD249 million, rose by 61.4% with main products of fruits and live cattles.

Work of foreign non-governmental aid mobilization has also been paid attention. In the first six months, 09 projects were received with a total committed capital of over USD1.4 million. The projects have mainly focused on social affairs, education - training, health and urgent reliefs from the organizations such as Save the Children International in Vietnam, Zhishan Foundation, Caritas Switzerland, East Meets West, CRS, SNV, U.S. Pacific Command, Habitat and Irish Embassy in Vietnam. In general, the projects have brought practical effectiveness, contributing to promoting poverty alleviation and socio-economic development of the province.

Besides, the province has also speeded up foreign cultural activities, actively implemented the Plan for deploying the Cultural Strategy for foreign relations until 2020, aiming to popularize and introduce Quang Binh images to international friends in the world, of which focusing on strengths and potentials of the province, especially the world's natural heritage site, Phong Nha - Ke Bang National Park; held a tourism promotion program and speeded up the opening of new air routes of Dong Hoi - Chiang Mai (Thailand) amd Dong Hoi - Cat Bi (Hai Phong); successfully organized the program "Quang Binh in the heart of Hanoi", making a strong impression and spreading Quang Binh tourism to tourists; coordinated with the National Administration of Tourism to organize a tourist destination program for 12 famous bloggers from England, France, Germany, Taiwan, Japan, Singapore, Italia and Indonexia...

In particular, the province organized the event "Quang Binh Cave Festival 2017" in June with the aim of promoting the culture, tourism and unique values of cave system in Quang Binh to tourists with a series of activities such as a special arts programme entitled "The Kingdom of the Caves: Great and Legendary" with the participation of many famous artists; a tourism promotion program entitled "Discovery of Kingdom of Caves in Quang Binh - different experiences", parades, a sailing competition, kayaking and other water sports along the beach and the Nhat Le River... As estimated, total number of tourists to Quang Binh in the first six months of 2017 reached 1.5 million tourists, grew by 17% of the same period last year, including 27,000 foreign tourists, rose by 20% of the same period last year.

In order to effectively implement foreign activities, in the upcoming time, the province strengthens to call upon investment and cooperation from Thailand, South Korea, Japan, U.S... aiming to attract direct investment from foreign countries; actively mobilize and promote agencies, international organizations, non-governmental organizations; strengthen cooperation with Khammouane and Savannakhet provinces (Laos) in politics, economy, national defence and security and border; cooperate with the Western Australia and enterprises from the Vietnam - Japan Friendly Association to carry out the Kobe beef raising project in Quang Binh; promote cooperation between Ba Don town and Bukgu district, Gwangju city, Korea...

Besides, the locality request the Government to direct the ministries and central agencies to support the promotion of Quang Binh tourism, especially the World Natural Heritage Phong Nha - Ke Bang National Park to other countries and regions in the world; introduce Quang Binh to the appropriate partners to strengthen cooperation and take advantage of capital and technology; continue to have discussions with the Government of Laos and Thailand to quickly complete procedures for the Road No.8 and 12 and the Cha Lo - Na Phau border gate to join the framework agreement on facilitating the transportation of people and goods between the Greater Mekong Subregion (GMS) countries...
