Upon implementing the project of "Agreement between the Government of the Socialist Republic of Vietnam and the Government of the Lao People's Democratic Republic on dealing with people who spontaneously migrate and illegitimately get married inside the border areas of two countries”, in the past time, the provincial People's Committee has approved many documents to implement the project in the province and obtained remarkable achievements.

According to the survey results of the free migration and illegal marriage along the border of Quang Binh province and the two provinces of Khammouane and Savannakhet of Laos, in Savannakhet, there are 02 households out of 05 Lao persons who spontaneously migrate inside the border area of Quang Binh province and 07 households out of 29 Vietnamese persons who spontaneously migrate inside the border area of Savannakhet province; in Khammouane province, there are 20 households out of 72 Lao persons who spontaneously migrate inside the border area of Quang Binh province and 34 households out of 143 Vietnamese persons who spontaneously migrate and illegitimately get married inside the border area of Bualapha district, Khammouane province.

In order to deal with people who spontaneously migrate and illegitimately get married inside the border areas, the Department of Foreign Affairs has worked with a delegation of Khammouane province to carry out a bilateral survey of people who spontaneously migrate and illegitimately get married in the districts of Minh Hoa, Tuyen Hoa, Bo Trach and Quang Ninh; exchanged and informed with the Department of Foreign Affairs of Khammouane province on bilateral survey on free migration and illegal marriage in Na Kai district of Khammouane province. The Lao National Border Committee delegation and the Department of Foreign Affairs of Khammouane province also paid a visit to inspect the national landmark No.543 and agreed on construction of barrier to protect the national landmark No.543 in Thuong Trach commune, Bo Trach district.

Besides, the Department of Justic has also strengthened work of propaganda and dissemination of legal regulations relating to birth, marriage and death registration, application for nationality, confirmation of nationality and marriage registration to the subjects in the border areas; instructed localities to timely implement Circular No.03/2015/TT-BTP of the Ministry of Justice on grant of naturalized Vietnamese citizenship and registration for birth, marriage of migrants living at Vietnam-Laos border dictricts; etc.

In particular, in order to effectively implement cooperation on dealing with people who spontaneously migrate and illegitimately get married inside the border areas of two countries, Quang Binh province has signed an agreement with Savannakhet province at the meeting between the border delegations of Quang Binh and Savannakhet on November 16, 2016; an agreement with Khammouane province at the border meeting between the two provinces in Dong Hoi city on December 23, 2016.

In the 2012-2015 period, promoting the tradition of solidarity and friendship between Quang Binh and Khammouane provines, on September 7, 2012, the Department of Justice of Quang Binh and Khammouane also signed a cooperative agreement on sharing experience in justice and administrative reform; disseminated legal education, registered management of birth, marriage and death and judicial records; work of State management on lawyers, notary public, judicial expertise, property auction, legal assistance.

In addition, the two sides have regularly provided information and figures on people who spontaneously migrate and illegitimately get married inside the border areas of Quang Binh and Khammouane provinces.
In order to implement cooperative agreements between the Quang Binh Provincial Department of Justic and the Khammouane Provincial Department of Justice, in 2017, the Department of Justice of Quang Binh province visited and worked with the Department of Justice of Khammouane province. The two sides exchanged cooperation under the signed agreement; strengthened coordination and experience exchange on State management in justice, etc.

In the upcoming time, the Provincial People's Committee will continue to check contents under the cooperative agreement between the Department of Justice of Quang Binh province and the Department of Justice of Khammouane province; strengthen cooperation on civil enforcement with the neighboring provinces of Laos, etc.
