Quang Trach II thermo-electric plant project, Quang Binh province

QUANG TRACH II THERMO-ELECTRIC PLANT PROJECT, QUANG BINH PROVINCE

1. Location of the project

Located in Vinh Son hamlet, Quang Dong commune, Quang Trach district, Quang Binh province, about 80km far from Dong Hoi city to the north

Geographic location:

- On the Northeast: borders the East Sea and the are is expected to build shipyard

- On the Southwest: borders the Dong Bang mountain

- On the Northwest: borders the Hau mountain

- On the Southeast: borders the Mui mountain.

2. Objectives of the project

- Reduce the pressure of electricity shortage for the country.

- Contribute to changing economic structure of Quang Binh province

- Create more employments.

3. Project scale and capacity

Estimated construction area:  44.7 hectares.

Estimated capacity: 1,200 MW.

4. Total estimated investment

US$ 1,300 million

5. Effectiveness of the project

- Have the potentials to bring high profits.

- Contribute to the development of the electricity grid of Quang Trach district in particular and Quang Binh province in general.

6. Natural conditions and current situation of the project area

Topography: The plant is expected to be built on a relatively flat, sandy soil area. This is an agricultural land which is used for rice cultivation but offered low productivity; scattered population; trees are mostly rice, Eucalyptus and Casuarinas species.

Technical conditions:

- Be able to build the seaport to receive coal, oil and other overload equipment: Mui Doc Port of  the Quang Trach Electricity Centre is planed for the whole 16-17m deep-water centre with the number of terminals meeting the needs of loading and unloading coal for each plants, including the coal harbor, harbor facilities and oil, limestone, ash and gypsum. In addition, Hon La port can currently reeceive 30,000 DWT ship, the province is investing to connect Hon Co island with Hon La port in order to build a 16-20 meter deep-water seaport.

 - Connect the power plant with the national grid: the Electricity Center has power distribution area of 7.1 hectares for connection to the national electricity system at a voltage of 500 KV. The Ministry of Industry and Trade has approved the plan on power connection from Quang Trach Thermo-electric Center to the Vung Ang seaport through 500 KV single circuit line with the length of 25 km.

- Transit-corridor: The area for construction of Quang Trach II thermo-electric plant has already planned in combination with planting trees with an area of 61.4 hectares.

- Clean water supply: As calculated, the demand of clean water for Quang Trach Electricity Center is about 32,000 m3/day. The water source is supplied by Vuc Tron Lake via pump stations, canals, steel pipeline with the length of 18km.

- Cooling water supply and drainage: The source of cooling water is seawater. The water pipeline from the pump station to the plant and recirculation equipment will be designed specifically for each plant.

- Construction expense: site levelling: The land for levelling is taken from the Mui Vit land mine, about 22km far from the plant, with the price of land at mine of VND 8,000 /m3. Total cost of site levelling is about VND 100,000/m3.

- Construction conditions (Electricity, water, building materials): are favorable and available in the construction area of the plant.

- Site clearance and compensation: The province had already completed site compensation for the Quang Trach I Thermo-electric Plant. Alone 44.7 hectares for construction of the Quang Trach II Thermo-electric Plant, the province will conduct compensation when it is proposed to invest.
